Naglabas ng resolusyon ang Metro Manila Council na nagmamandato sa pagbabago ng working hours ng mga LGU sa Metro Manila bilang solusyon sa lumalalang trapik sa Kamaynilaan. Hinihikayat din ng resolusyon na i-adopt ito ng national offices at maglabas ang Pangulo ng executive order tungkol dito.

Pero para kay Ferdinand Gaite, dating national president ng Confederation for Unity, Recognition and Advancement of Government Employees (COURAGE), panadaliang solusyon lang ito sa matagal nang problema sa trapiko. Nagawa na raw ito dati ng gobyerno pero hindi naman bumuti ang lagay ng transportasyon sa Metro Manila.
