Exasperated, a group of Higaonon leaders troop to the office of the National Commission on Indigenous Peoples (NCIP) in Cagayan de Oro to assert their right over a more than 17,000-hectare ancestral domain awarded to them by the Commission in 2009, and ask the government to stop giving them the runaround.
